It's an empty threat. Even if they did "shut down the government", Elon & Trump would likely just fund the crew out of their own pockets to keep them working in rooting out waste fraud and abuse.
Remember, there's no "sledgehammer" (Kim's quote) that Musk and DOGE can take to anything. All they are is an investigative body which then gives recommendations based on what their digging finds. The final authority for any action is, has been and always will be the Office of the President.
