What motivates Sanctuary cities?

Yesterday the Justice Department sued Illinois, Chicago, and Cook County over their limiting the involvement of local police in the enforcement of federal immigration policies, aka "sanctuary" jurisdictions.
What motivates these sanctuary cities like Chicago and San Francisco? Is it money? If so, from where? Is it race? I can't Imagine they'd act the same way if all of the immigrants were White. Something else?
