One of the things schumer kept bitching about during confirmation was the constitutional right of the OMB to not approve payment of budgeted items from congress.
Russ issue is the nonsense of spending every dollar allocated, much of it on nonsense, to ensure they got the same or larger the following year. Russ believes the OMB has the right to keep departments spending directly tied to what congress decided.
You see the link between he and Doge now. If usaid (though it may no longer exist) says the program is to feed starving africans, he will not approve 27 million for black lives matter and stacey abrams no matter how much she wants twinkies.
And every time they complain he can highlight the hypocrisy. Oh he is gonna be a pain in the keister all right.

This is the part few understand. DOGE keeps saying they have cut spending when it is actually OMB that stops paying out.
Way too many people think the DOGE autists are sitting there cancelling payments, the media is pushing this as well, when that is not what is happening.

I used to work for an industrial computer company and we worked a lot with DOD. It always blew my mind how much they would spend at the end of the fiscal year even if they didn’t need anything because they were told “Use it or Lose It”.
The other thing that was absolutely crazy is that we would design a product for them, and give them the cost. They would approve it and then put it out for bid. They could only buy so many from us directly and the rest had to be procured from us from third party vendors to upsell to the DOD. So many had to be purchased from veteran owned businesses, women owned business etc…
