This is the problem with Iowa, it's blackmail for them to vote consistently conservative in Congress. Trump folded to them in his first term with ethanol requirements.

Trump had to form a coalition to get elected. He and future republicans need the corn states. It will be tough to get rid of ethanol even though we obviously should.
