Are there any outrageous USAID expenditures that went to CONSERVATIVE people or projects?

Of course, the USAID scandal exposes wasteful spending of tax payer money. That's important.
What's more important is if there's an ideological agenda behind the abuses. Other than some money that went to Republican office holders, I'm not aware of any outrageous expenditures that went to Conservative people or projects. Are you?
Lies about the science regarding Covid and Climate Change ALWAYS result in more tyranny and less individual liberty. That's how you know they aren't "honest mistakes."
From what I've seen, the same is true of USAID. These aren't bonehead mistakes. They are efforts to warp society against the core values of a majority of Americans.

Yeah the carve outs from the Kennedy center captured Mitch as well. But I do agree, there should be more that we just haven’t seen yet. Perhaps we will see some from the Medicare/medicaid audit?

One of the comments I made in earlier string when some brain dead nutjob tried to insinuate that it’s okay for the US government to be spending $30+ million on Politico Pro subscriptions for government employees is how much is the government spending on Fox Nation subscriptions? I'd put damn good money on -- NOT A F*CKING DIME.
This was Samantha Power and her demented and deranged ilk paying off DNC plants masquerading as "journalists" to make sure they stayed on the "right" side of the Democrat party. If nothing else the republicans are getting paid off not to fight these insane money laundering projects . Both sides of congress are to blame for this mess. They haven’t done their job in decades.
Think about how easily the repubs got bullied on climate stuff, covid, every debt expansion, illegal immigration, foreign projects, etc. Every thousand page bill that got rubber stamped without even reading it. Those were all grifts to rob the tax payer , expand leftist ideology,and grab more control. Repubs were the Washington Generals basketball team until Trump finally showed up with a pair of balls and now they all want to latch on and act like they did a damn thing without him.

So far, I’ve seen that Bill Krystol got a nice big payoff. Miss Lindsey is on the board of at least one group that got a payoff.

I believe that some of the more egregious examples that went to republicans have been kept quiet and used as a tool to strong arm Senate confirmation of RFK Jr & Tulsi

That's an interesting question. I’m pretty damn sure that if he did give her a pardon, it wasn’t publicized. However, there have been rumors that Biden gave himself and Dr. Jill nonpublicized pardons just in case the new DOJ starts digging.
I have no idea if pardons have to be registered or publicized in any way. If there is no recordation required, it is very possible that his handlers could have given pardons with a robopen to thousands in his administration. And, even if he didn’t, sudden backdated pardons could pop up at any moment.
