Pacific Palisade rebuild will be difficult

Between the regulations, red tape, bureaucracy, insurance, and financial cost it will take 2 years before anything get rebuilt and only the uber-rich will be able to afford it.
They have zoning that require updates so you won't be able to build back what you had.
California Coastal Commission oversees development in California's coastal zone obtaining permits from the CCC can be notoriously slow and bureaucratic, potentially delaying rebuilding by years. Posts on X have highlighted the CCC's involvement as a major obstacle, with some suggesting that it might take residents over two years to secure the necessary permits.
Environmental impact studies will be required along with historic and natural landmarks review before being able to build.
Insurance may be next to non-attainable so either you are rich enough to build without a mortgage and insurance or you are screwed. Contractors will have to comply with minimum wage laws and other labor rules along with high material and fuel costs. It will cost twice as much to build what you had.
