It presupposes the existence of the numerical system itself. i.e. that there is a 1,2,3 etc...

Serious answer is that its initial input is defined as the pair 0, 1. If the initial default was only 0, and not the pair 0,1, then it would not get past zero. In fact, there would be no sequence at all (not even zeroes). The sequence needs to start with an input number pair for X1 and X2 because X3 and greater is defined as Xn = Xn-1 + Xn-2. So if only X1 is given as an input and not X1 and X2, then Xn where n is greater than 1 is not defined. A number in a sequence not existing is not the same as the number in a sequence being zero.
