I think Gaetz was going to resign from the House anyway due to the report. Maybe he used the threat of becoming AG to negotiate the report being squashed in exchange for withdrawing from consideration. A day or two before Gaetz withdrew it was announced the report would not come out.
I wonder if Trump did Gaetz a solid.
Outside of that, maybe Trump thought he would Gaetz would actually get approved.
If that's the case then the error was on Gaetz for resigning so quickly.

It wasn’t unforced. It seems this may not have been the plan but Trump and Gaetz are making this a positive for both. Trump wanted someone who has the same disdain for the DOJ tactics and now the motivation is more clear and public. All good things

I think it’s possible Gaetz has just had enough of Congress given the constant and what would have been continual attempt to “get him”.
A Trump administration opens up opportunities that otherwise wouldn’t have existed had Kamala won. Sure, AG was a Hail Mary and I don’t think it was “4D” chess, but if tells Trump he’s done regardless then he becomes a tool for Trump…the AG spot was the high reward/less likely option, but not Gaetz’s only option to move on from Congress.
I really think Gaetz is just done with serving in that capacity and feels comfortable that he’ll find his way over the next 4 years to greener grass.
