In BR, we have a bunch of little neighborhood gangs that mostly just shoot each other and make shitty rap music.
They usually keep it in their own neighborhoods, but sometimes it spills over into areas where normal people live.

Yep. It’s a shite ton of small gangs. It’s actually what makes it harder to police. Because just about every neighborhood has thier own gang.

If the police are able to get enough evidence to charge someone for a shooting, the judges let them off. No consequences except street justice.

In the 80s Shreveport had a police chief from Illinois named Charles Gruber (I think)
He warned Shreveporters that gangs were relocating from LA to Dallas, Shreveport, Little Rock, Jackson and Baton Rouge, and he got run out of town.
