You either buy campaign time from the broadcasters/platforms

Or buy them from brokers who have bought the ads in advance
and then resell them c
ampaigns will sometimes do that when they're looking at local buys because they like to have the flexibility of buying things at the last minute

the brokers don't ask for the money upfront because that's understood and the Consultants that are doing the buy manage to get the money eventually

because they don't want to be frozen out next campaign cycle from buying ads

And political advertising is the cheapest advertising you can get at every level because bythe way FCC regs
