FBI went to a new reporting system and.......

The data they report does agree with their narrative. It’s the truth and what is actually happening that doesn’t agree with their narrative.
Also, reclassifying crime has had a huge affect and lowering the bar on what is prosecuted has manipulated what’s recorded.

Id have to go look it up but I saw where chicago had classified a good portion of car jacking as something ignorant like unlawful entry which made it akin to trespassing and thus a misdemeanor.

Did you intentionally leave out the fact that the transition to NIBRS began in 2015 and went into effect on January 1, 2021?
Yes, the way crime is being reported changed and there are large departments who have not yet transitioned to it. I think you know that though if you found the one paragraph that fits your agenda.

I’m in the Public Safety software business. Here is what I know.
UCR summary reporting was the reporting standard up until the late 90’s. NIBRS ( incident based reporting system} was developed as better way to more accurately report crime. It’s incident based and not summary. States started transitioning to NIBRS 20 years ago. It’s more complicated and expensive so the FBI didn’t mandate the change until 2021.
Each state has its own flavor of IBR. LA has a more complicated method of reporting than the FBI standard.
Many larger cities like New Orleans aren’t reporting IBR for various reasons.
The FBi decided a few years ago to fill in the missing data with Data modeling. They are taking complex algorithms to create the “missing data”. Everyone outside of the FBI thinks this is crazy because it’s almost impossible to data model crime with any degree of certainty.
I compare this to weather forecast. Predicting rain in the forecast is one thing. Predicting we will get 3.6543 inches of rain is a little more difficult. Also it allows for human error and biases to come into play.

A crap ton of agencies still haven't moved to NIBRS reporting. That's why there's so much missing data. I know of at least two in my area that aren't NIBRS compliant.
