Apparently it is not a requirement, the bikinis are fine to wear. May be because of the temperature.

They plan to wear the bikini bottoms at other matches.

All the swimmers used to wear them but they have since been barred from competition since 2010. I think they can still use them in open water swimming or some variant of it in open water swimming.

Their matches are at 9-10pm Paris time. It’s in the upper 60s. A lot of the crowd looked like they were wearing jackets and long sleeves as well.
