This is false. In both Wisconsin and Nevada, each party has until September 3rd to submit their candidate lists for the election.

Roger Stone also said that Kamala is the only candidate that can inherit the $250M the in FEC fundraising from Joe's campaign.

They'll just have a special session of their state's legislature and amend the rules. Nothing more.
They'll likely get sued by another state... and the case will get tossed for no standing because no one has yet been harmed, so no one can preemptively sue.

Lawsuits aren't necessary.
The candidate list isn't due until September 3rd in those states. Neither party has submitted their candidate list to Nevada or Wisconsin. They'll do so in late August.
Neither party has even had their house or senate primaries yet in Wisconsin for example. They won't due so until mid August. Once runoffs are deemed unneeded, they'll submit their candidate list for all state offices at some time after that point.
