I'll have to take a focused look.
But, it's usually because there are a frick load of uninsured border jumpers in Texas. Somehow, by progressive "logic" that's reflective of my quality of life in Sugarland etc.

But California (the state with open air toilets) is rated rather highly for QoL.

Some of their metrics and results in them are laughable. Texas at 50 for Quality of Life but Minnesota at 4? Lol yeah okay.

Texas should consider that a win based on the metrics of the study. Turn it around. It’s the best state for babies in the womb and newborns.

This is largely correct, but an important factor is they didn't squander the opportunity like many other places (like Louisiana) on the list.

The have had a massive immigration of highly educated/intelligent people low on social pathology who have raised children who are highly intelligent and become highly educated with low social pathology. They also aren't exactly economically conservative and pay lots of local/state taxes, but, most importantly, they have largely efficiently allocated these taxes (which states like Louisiana cannot seem to ever do).
