What gives man this type of authority to kill one animal to save another?

To save the imperiled spotted owl from potential extinction, U.S. wildlife officials are embracing a contentious plan to deploy trained shooters into dense West Coast forests to kill almost a half-million barred owls that are crowding out their cousins.
What in the heck makes one owl so special? Certainly it has nothing to do with its use as a weapon to stop timber harvesting?

Pretty damn stupid but that sums up these idiots. Those barred owls are more successful so must be punished. Sounds familiar doesn’t it.

Spotted owls will adapt but are needed to suspend logging in areas unless the right palms are greased.

This actually pisses me off.
Being not only an animal lover but an Okie, I'm very familiar with Barred Owls. When I was a kid, I once saw hundreds of them congregated in a very small area, probably about 3/4 of an acre adjacent to a flood plane along the BNSF railroad tracks in central OK. The barred owl is an exclusively solitaire and antisocial animal that never communes with its own kind except for one-on-one to mate, and is fiercely territorial against other raptor species. That memory is burned eternally into my brain. Hundreds of Barred Owls and even a few dozen Great Horned Owls mixed in with them, all staring right at me and my buddy from the naked spring tree boughs. No explanation. We saw something that just doesn't happen. Ever.
My close friend's wife has actually rehabilitated and released a couple dozen of them over the years. They are a highly efficient predator and just an awesome animal. They are intelligent and highly adaptive. I can see a point with some of the invasive species in Florida that came from across the globe being eradicated because of their environmental impact and the impact on native wildlife. But, it seems to me that the migration of Barred Owls, and their success, is a natural evolutionary course that should be allowed to continue without intervention.

I can’t figure out why extinction isn’t considered part and parcel to nature on this planet when 99.9% of every creature that ever existed has gone extinct, and damn near all of them did so long before there was any possibility of humans causing it.

US Fish & Wildlife is one on the many US agencies that need to be cut to the bone.
They are reintroducing grizzly bears in the places they no longer exist and no one want them to do so. Example Washington Cascades.
They ruined Midway Island in the Pacific that once held decent tourism to make it off-limits and a complete bird sanctuary.
Cal Fish & Wildlife recently killed 830,000 salmon they released in pressurized zone when they were supposed to be protecting and increasing the species.
Numerous f-ups by these organizations. They have to cause problems because they don't have anything to do and they need to prove why they should exist.

The sterilization of male mosquitoes they are doing in Florida is spooky.
At some point in the future we will see young people dropping llike flies, only to discover the mosquito was introducing something in our blood to prevent it.....and we figure it out a wee bit too late.
