Texas License Plates in BR/St. George

The amount of Texas license plates I see on Bluebonnet near Burbank/Gardere area and in BR in general is staggering. Yes I realize we border TX but there are a lot of plates here. That mom in the news who had her car stolen had a TX plate.
Is there some loophole where you can register a car in TX? Or is it just people who got a hold of a stolen TX plate and use it to avoid insurance/registration/*pointless* safety sticker/etc.
I'll also rant about the people who use a temp tag then cover it with those smoke/shadow covers. But that's pretty self explanatory.

In Texas you can print the temporary plate yourself from a template traded online.
It's why we see so many Texas paper plates. Hard plates don't bother me as much because they can be traced to an owner. Yes many register in Texas or Mississippi or North Dakota to avoid our insurance.

After visually surveying the drivers who don't have completely blacked out tint, almost all are definitely not LSU students.

I see wayyy to many TX tags and it makes me question who and how are they getting over on us. I think it's a lot of illegals doing this as well. I know people who have a hunting camp and do their lic plates in MS bc it's cheaper.
