Watched a couple seasons of HSB a while back. It really captured the grit and chaos of inner city streets and afaik was the first cop drama to really get into the politics of police work.
I need to check out NYPDB as only watched it sporadically at the time.

It’s a toss-up, but remove Sipowicz from NYPD Blue and it’s Hill Street by a mile.
ETA: My dad was a NOPD Captain (youngest ever at the time) and absolutely loved Hill Street Blues.

Unfair comparison. Both pushed TV drama a decade forward. NYPD Blue of course holds up better, but it’s the child of Hill Street. No Hill Street and Buntz, no NYPD Blue and Sipiwicz.

Blue is one of my favorite all time series.
Hill Street is just too old. And too tethered to what was allowed at the time.

There was one particular episode of Homicide that may have been the most memorable hour of TV ever.
A citizen fell between a train car and the side of the tracks. He will die. They can't save him. His girl friend blew off their effort to give him a last goodbye.
I would not rewatch it. But, then, I don't need to as it remains a vivid memory.
Have either of the other two ever done something with that impact?

HSB in particular was about the everyday lives of these cops. Sometimes, something bad happens in April, and maybe something good will happen in August (or whenever). But either way, they all get up and come back for more.
You go talk to some career cops, some guys spent 40 years and never drew a sidearm. It's not always exciting, but in it's own way, it's still a great look at a lifestyle.

Both were good. Didn't care too much for NYPDB once Zack left Saved by The Bell
