If you dont know how Putin's brain works, just Google "1999 apartment bombings" to see how he blew up huge alartnrnt blocks, killing hundreds, then blamed on Chechnya to then invade.

US has been warning of extremist activity in Russia for about a month now and even put out warnings via our embassy on March 7th. Russia raided a cell two weeks ago too. I would assume this is ISIS related based on that.
