Because of the density difference, a barrel of crude oil contains more energy than a barrel of liquid hydrogen. It would take ~3.7 barrels of liquid hydrogen to equal the energy content of 1 barrel of crude oil.
It’s a bit of a moot point though since BOE isn’t actually based on volume anyway as I mentioned previously. A BOE basically means 6.1 GJ of energy content.

Hydrogen is measured by mass not volume when used in transportation which was why I was trying to figure out what was going on with this article.
