California, with the extremely high cost of living, large populations and their significant number of social programs in place, surprises me that they are the 8th best. I would have guessed they were much lower on the list.

Honestly, I looked at the map and immediately thought “rural vs non-rural”. Seems to be the clearest correlation here.
