they probably can't afford her 
not sure what her tour schedule looks like but i think the half time performers generally have to take a few months off and strictly focus on the halftime show.

She has no reason to do it. You don’t get paid to do it. It’s just a way to promote yourself and increase sales of your older catalog. She’s already the biggest musical act in the world (except maybe BTS).

The NFL pays the HT performers exactly $0 for the performance. They pay production costs and Im sure al the costs of rehearsals, lodging, food etc for the performers and crew but they actually pay nothing to the performer.
