True. Even the Romans allowed free speech (during their more free regimes). Can't remember his name but there was a popular Roman actor who did comedy similar to Don Rickles. He would say stuff like:

The crowd would laugh and so would the Emperor because of the context.

No one actually wants free speech. You have people who are in power and you have people who take orders. The people who take orders always want to voice their concerns. The people in power despise dissent because it threatens their power.
Your position on free speech is based on which group you belong to. As the composition of those groups change, the opinions on free speech of the people within those groups changes as well
