What's to keep USACE from adjusting flow at ORCS to push the salt wedge downriver?

If ORCS is diverting 30% of MS River flow toward the Atchafalaya, what's keeping USACE from closing a bunch of bays at ORCS and raising the flow downriver?

I get that Congress made that call a long time ago, but it seems closing a couple of bays is way cheaper than constantly shipping in water.

A salt wedge coming up the Atchafalaya, which will raise crawfish prices.

Won’t that just pre-purge them?

Putting salt on crawfish does not purge them. It just makes the water they are in salty.

The river is so low right now you can see the diurnal tidal changes as far north as St Francisville. You usually can't see that much farther north than New Orleans.

Look at the atchafalya gauge at Morgan City. 2’-4’ is already too low

The 70-30 split is mandated by congress.

Also ORCS management is legitimately complicated bc of legal agreements they have with sidney A Murray hydrostation regarding sediment transport through the structure. That’s not even getting into what would happen to navigation down the atchafalaya if you reduce flow.

I’m fairly sure just raising the sill will fix the issue. Just takes time.

Depending on when the record lows were, it probably was an issue.

There is no evidence from this study that suggests the use of salt in cleansing crawfish was beneficial

There was a study done by LSU a while back and this was their conclusion. Putting salt on crawfish when purging does nothing more than just purging in plain water. Full article in the link to LSU Ag Center

Without looking at the statutory language, I would be curious how that conflicts with the stated mission by law to protect New Orleans from the river.

Also, are there any exigent circumstances built into the Murray station contract language?

To me it seems like a relatively easy fix for the flow problem.

Low Water Records
(1) 2.89 ft on 11/14/1895
(2) 3.24 ft on 11/12/1894
(3) 3.49 ft on 12/15/1872
(4) 3.84 ft on 11/03/1897
(5) 3.95 ft on 11/25/1887

Historic Crests
(1) 63.39 ft on 05/18/2011
(2) 61.94 ft on 03/19/2019
(3) 61.61 ft on 03/24/1997
(4) 61.42 ft on 04/16/2020
(5) 61.22 ft on 03/19/2018

This was slightly up river from St. Francisville. I'm sure the saltwater intrusion was not a big deal between the Civil War and WWI. On this same gauge its fixing to be at 13' for reference.

1) because that causes more of an issue with the Atchafalaya

2) because ORCS isn’t in great shape and I doubt they want to mess with it in an “off-label” manner

3) I don’t think it would make a huge difference
