What are these white things killing my bush?

I noticed that the bush planted in my brick mailbox had developed a large dead patch. Looking close, I see these tiny white things on the leaves. Googling "white specks on bushes" didn't reveal anything that would look quite like this. Any ideas? Salt Marsh Cutworms maybe? Thanks.

Do they fly? Looks like the white flies I have on my hibiscus. Can't figure out how to kill them.

Ladybugs are also a great natural predator of the aphids. You can usually by a box of them at plant stores. Just sprinkle into your beds and let them go to work.

Ladybugs will go to work and are voracious feeders.

Spray with dawn and water. Or get some lady bugs

Bifen as directed and/or Horticultural Oil every couple weeks. The oil will also help the sooty mold to wash away if it would ever rain consistently

Thanks I'll give this a a shot. I've hit them with permethrin a few times and they knock the numbers down for a couple days then they come back.

It's not an immediate solution like wasp spray, but you will see some results. I had them BAD in my vibernums a few years ago.
And if these are on a fenceline where the neighbors have shrubs. They are likely infested also. Spray em down.

If they fly off, my guess would be white flies if not ?
