It's symbolic. Almost nobody gives a shite anymore that you are gay. It also doesn't mean that you deserve to be celebrated/honored all over government facilities because you are attracted to the same sex.

My uncle who was gassed in WWI and my uncle who lost his marbles at The Battle of the Bulge and my dad and uncles who are Vietnam Vets really wouldn't give a shite about a rainbow flag.
I don't deny that others who have family buried at Arlington may have an issue with the rainbow flag, but what matters is their service under the American Flag. When I went to Arlington and to the graves of my dad and uncles there was no Rainbow flag at their graves.
