Terrible history for the continent of Europe. So much death and destruction, yet one country in Europe still behaves and thinks this way, even though the rest of the continent has moved on past those dark days.

Not so hard to believe. Nazi Germany executed around 6 million Jews during WWII, but it didn't even begin to approach the numbers of Jews rounded up and executed by Stalin and his communist regime during his years in power. Estimates generally hold around20 million Jews executed throughout the USSR by Stalin.
Seeing that Ukranian troops took part in the action you mentioned isn't remotely surprising. When Hitler first invaded the USSR, Soviet troops (even NKVD) were ready and very willing to join the German troops due to their hatred of Stalin. Hitler, however, held such a deep hatred for Slavik (eastern European) people that he failed to take advantage of that opportunity.
Seeing all that in the historic record, it doesn't surprise me one bit that Ukrainian soldiers were involved in this.
