I was about to about to post the same thing, but this happened in the deep south in 1898. They're most likely being forced to work on Mister's land, trying to keep themselves from being hung by the Klan, or they're in hiding from being threatened if they showed up to the parade.

... the floats are being pulled by mule and horses ...

The animal pulling the float with the long ears are mules

and actually those mules are the same mules and horses that pulled the streetcars back in that day.
Electric street cars did not come around until 1891
