Not really, just start with a new constitution that decentralizes local government funding away from Baton Rouge. Limit state authority to large regional infrastructure projects. Create road districts that can levee local taxes or tolls to build regional projects. Switch funding mechanisms on post secondary education to tuition supported institutions instead of sucking on the government teet for secondary funding in addition to tuition funding. Eliminate state income tax. Allow local property taxes to fully fund education and local control.

There are more, but we could just Xerox a copy of the Texas Constitution and use that as a model and add in some items to cover Louisiana only things like gaming.

No. Legislature, Governors, LABI, BRAF, etc all depend on things staying how they are. Gatekeeping economic development is very lucrative.

Louisiana is like Mississippi, Alabama, Arkansas. All have an entrenched good ol boy political network that is hard to break and voters seem to be ok with it. It leads to shitty leadership
