Why? They are technically both and all those countries have a connection to them. Are you an American again telling other countries what they are?
They are culturally a mix of Arab and Berber. They are very different from Sub-Saharan Africans, but still are connected to them too.

Their defensive spacing is utterly fantastic. Never is any player left isolated, the passing lanes to the center of the field are completely cut off and they work the ball out of pressure with purpose. I hope I can find some aerial views of their matches, as they actually create quality chances too with the little possession they have.
It never feels like they are going to lose the ball immediately after winning it, which is something that seems to happen to teams that defend deep. How they move in transition is excellent. They deserved each of the games they won.

I didn't know the Arab Cup was equal to the definition of what constituted an 'Arab' country. Or why the North African sides that participate in the Africa Cup of Nations isn't a dispositive example.

You could group them in various ways. It isn't some exclusive group. For the purposes of broadcasting, I think beIN sports uses the MENA classification. Some definitions of the Greater ME include South Asian Muslim countries. There's not a clear delineation of what constitutes an Arab country, because the early Islamic conquests Arabized related Semitic peoples, with Semitic languages spoken in some parts of Sub-Saharan Africa. The Arabs were a relatively small group, and thus relied heavily on these Arabized people until Turco-Persian culture became the dominant culture in the Islamic World, up until this century in fact.
