The whole World Cup being in Qatar to begin with is a complete and utter clusterfrick that never should have happened.

It’s their country they can do what they want. It’s the WC organizers fault for being that dumb.
I’ve been on world championship sporting event selection committees before - we can never approve Qatar or UAE or Saudi even though they will literally pay for everything even flights.
They won’t budge on the Israeli team attending and a few other athletes are Jewish from other countries.
If everyone can’t attend, they don’t get selected.
