Vote Counting stopped at 1:30 am in PA

Having a debate with an expert and this is his explanation:
His claim is that only the unofficial reporting stopped and that 65k votes were official counted during that time. I don’t buy it. Poke holes.

So why was the initial report (complete with a statement from Philly of “needing to rest up”) say that the counting stopped?

Here is the first I found but there are more. I know that the local guy that broke the story later came back and clarified that the counting didn’t stop only the reporting. This happened after public backlash.

I didn't realize that Allegheny County had paused scanning. I saw PA and immediately thought of Philadelphia, which didn't stop counting. Philadelphia is also the location where a local reporter tweeted “Philadelphia stops counting mail-in ballots for the night” and later deleted that tweet and replaced it with "
Philadelphia City Commissioners say there will be no additional update on mail ballot votes tonight.
Ballot counting has NOT stopped. It goes on 24-7.
“It’s just a reporting issue, it’s not a counting issue”.
Not sure if it was backlash or because he looked like an idiot since Philadelphia was live streaming the vote counting and it was still going.
Philadelphia City Commissioners say there will be no additional update on mail ballot votes tonight.

So that’s the question. It’s basic managerial skills to set up shifts to keep the count going in a state that is already naturally behind in the count. Why did Allegheny County stop counting? Why did Philly stop reporting? Why stop counting for a unrelated busted pipe in GA?
