How is spending millions of dollars on corrupt laundering boondoggle within the purview of FEMA? Especially as Florida is still recovering from a hurricane a few weeks ago?

FEMA has grown way too large.

Crime aside, this idea will go bye bye in the wind literally. The first storm of which there are many would take them out quickly leaving no power regardless. So obviously this is slush fund payment

The U.S. Virgin Islands is one of the most corrupt and inefficiently ran places... I am actually surprised they are sitting on FEMA money and haven't already stuffed the pockets....

There’s not enough technicians in the US to fix solar panels and somehow USVI is going to be able to keep up? Not to mention the hurricane damage and saltwater corrosion.
