So 'stop and frisk' is racist because...

... it occured mostly in black neighborhoods where most of the crime occurred, but Bank of America can target black neighborhoods for zero down, zero interest, zero credit check loans and that's not racist?

I think its zero down, no closing costs, and no PMI. They still look at credit, but no minimum score. I assume only reason they’re looking at credit then is for debt-income ratios. There’s still an interest rate.
Seems like a terrible idea though (even ignoring the obvious racism in the program) with interest rates continuing to rise since home values have flattened out or gone down slightly in some places. Buyers will have zero equity and may find themselves upside down if rising interest rates and/or recession cause home values to drop. So the bank will get to foreclose on a bunch of houses with negative equity. And the owners would have a hard time selling if they needed to because they’d owe more than the home is worth

Not exactly. It's considered "racist" because it targeted people dressed like hoodrat thugs.
They were targeted because they are the segment of society which commits the most violent crime as both a total and a per capita (especially as a per capita). That they are mostly young, black males was irrelevant, except to the race-baiters. Cries of victimization are seen as the gold standard for unrealized honor and nobility among the Left, so stopping and frisking a group which consisted primarily of young, black males thus became seen as a horribly racism-driven endeavor.

It's racist, but not for the reason you're thinking. Note that the deal is for housing in black areas, not necessarily for black people.
I expect the vast majority of it to be taken advantage of by rich white yuppies and tech bros looking for cheap places in the city, renovating the properties and gentrifying the neighborhood, and forcing all the original black residents out because now that neighborhood is just another overpriced "up and coming" neighborhood. The irony is that all these white people moving in are the same liberal white guilt wet noodles that treat black people like disabled children, and in typical fashion, will be screwing them over unintentionally
