I think we might be conflating the allocation of funding by Congress with the actual disbursement of funding by the Pentagon.

The article says this:

It sounds like this is funding being released under the previously-approved aid packages (e.g. part of the $40 billion).

I could be wrong, but that’s my initial takeaway.
