Why did Brian Kelly always have mediocre dual threat QB’s at Notre Dame?

He had a long line of mediocre to serviceable QB’s like Ian Book during his time there. Is this the style that he likes? It’s hard to believe he couldn’t get stud QB’s to Notre Dame. Does his offensive philosophy dictate the kind of QB’s that play for him? Is he perhaps unadaptable?

It would have helped if he had more skill position talent to benefit his QBs.

The pool of athletes that pass ND qualifications was thin.

Starting from when he got there, much better than us overall. Also I remember Malik Zaire clearly showing he was the best QB in the game against us and winning the game.

I don't think Jack Coan has ever been accused of being a dual threat and they had a pretty good year with him

Ian book was actually pretty solid in his time there. Better career than anybody we've had not named burrow over the last decade

no it isnt, not in the least
at Notre Dame you have to go to class, pass your own tests, and actually learn and prove that you learned something. no other schools requires this or that you even put a token effort into learning.
add to that they dont spend the money on sports that other teams will do
