Parade grounds @ LSU comes to mind.

LSU Lakes normally but they are looking kind of rough right now. Maybe Highland Road Park

I would think for basic public access highland park would have tons of spots.

Need to watch where you set up at Highland Road park. There’s a frisbee golf course going through all the good spots.

City Park near the dog park is my choice.

On second thought, the Hilltop Arboretum. Maybe call and see if they allow picnicking first.
