That is interesting my first thought was indeed ATC but I would have thought it would have come into one of the many Atlantic ports if that was its destination. However, I know very little about international cargo shipping.

It all depends which shipping lines have the best freight rates to where. Lots of equipment brought back from Iraq went through Port of New Orleans, even though most was heading to Sierra in CA for storage.
Take for example, a Canadian plastics manufacturing ships plastic pellets in bulk via rail to just outside of Mobile where it is bagged then put into containers for shipment out of Mobile.
Chemicals shipped by a biz friend often goes into containers in Baton Rouge then trucked to Charleston for China.

With individuals' call-up data now digitally linked to other state-provided online services, it is likely that the authorities will punish draft-dodgers by automatically limiting employment rights and restricting foreign travel.

To be very, very clear and on the record - I firmly believe that Russia is a shithole country with a corrupt and criminal government. Both their systems and individual leaders are recognizably more corrupt that the US in general.
