I don't think it happens that way. Surely he has his friends go 3 or 4 wide on the interstate to halt the traffic before starting his donut routine.
I was stuck a half mile back from this shitshow, and didn't know WTF was going on up there.

True. They fly up to when the traffic jam, and then they hit the surface streets and fly. Then, when you lay your head down to sleep they do donuts in parking lots and race down more surface streets without a care in the world.
