Ohio hasn't enacted any of the crazy police reforms statewide.

Not sure what Columbus has done specifically.

Those maps don't match. What is your point? Also, I don't know of any police reform bills pending in my state of SC

I suspect the local police reforms would be even more correlated.

I count 6 records in cities in the states where these police reforms passed and 6 in cities in states where it is pending or no change

Columbus, Louisville, and Rochester have all faced heavy and violent protests against the police in the last two years. I’d imagine their police forces are not exactly working at full steam.
