yes, through Jan 13th (essentially while bowl games are happening). But all the "dead" period means is no face to face- no off campus visits or evaluations by coaches, no OV or UOV by recruits. All other forms of contact are acceptable, including phone/video.

There's an exception: 7 days before enrollment/start classes can have contact at school.

And, side not, if they signed a NLI LOI they are no longer a recruit and they can be contacted or visited at any time.
