This sentiment is shared by many figures in the US intelligence community, and the CIA in particular has been skeptical of Kiev’s claims of a continued push forward, unlike the Pentagon’s Defense Intelligence Agency (DIA), he explained.

go to sputnik news. They have a daily graphic that shows the previous 24 hours Ukraine/russian war contact points. The graphic is stored historically and you can scroll back to the spring time prior to the start of the Ukraine offensive. Ukraine has made no substantive progress in moving the line of conflict. Substantive progress could be defined as the distance of a large artillery shell.

Might be. But I've heard from unbiased sources that the problem is logistics. People don't understand how large and dug in the Russian forces are. They are in defensive mode specifically to make counteroffensive measures useless. They are set for a LONG waiting game.
An analogy is something like:
Ukraine: 'Aha! Our counter offensive this month retook 100 yards of territory!'
Reality: 'Great. You only have 300 miles to go.'

Two things can be true at the same time:
1) The Ukrainian counteroffensive has achieved mixed results due to logistics and strong Russian defenses
2) The war is nowhere near over due to the fact that neither side has managed to move the front by more than a few miles since Ukraine's offensive around Kharkov last summer.
