Vols fans- Question about new coach

If Tennessee is a good of a job as everyone says it is, then why have the last two coaches been Derek Dooley and Butch Jones?
I promise im not trolling, im very indifferent about UT, but i just dont know why everyone thinks they will just pluck anyone they want?

Short and sweet:
Lane Kiffin left so late-around January 12th-that the AD was rushed into making a poor decision. We should have kept an interim for a year instead of hiring Dooley
Dooley had the program in such bad shape that coaches such as Gundy and Charlie Strong would not take the job, so we settled for Lyle.
IMO UT is a solid top 15 job.
