Most likely explanation: Kelly was waiting for his No. 1 choice to say no after ESD, and then made the offer to Herman.
Just speculating.

Would the coaching staff be big enough for two big offensive minds like Kelly and Herman?
Herman has his own independent offensive philosophy. I figured Kelly would hire a young understudy type to run the Kelly offense.
Kelly said he lets his DC have complete independent control of the defense. He sure didn’t say that about the offense. That’s why I have doubts it will be someone like Herman.

It’s definitely a “name” hire… I’m by no means a Herman-offense-expert, but from afar his offense always seemed QB-Run-heavy or throw-it-deep. Maybe others can chime in with some more technical aspects of his offensive philosophy, but I was never all that impressed with his Texas offenses.
