Where are you getting this? The only thing that's been reported is that LSU has made an offer. That's it. He hasn't committed, verbally or otherwise, to anyone. LSU, Florida, Ole Miss, and other are all still very much in play.

Because you cant sign a new contract, while under the terms of an existing contract
However, you can sign a MOU (Memorandum of Understanding). It allows both parties to make moves toward negotiating said contract. So it could already become a 'done deal' once the MOU is signed (if it already hasnt)
