It’s AT&T for first responders. It was created first responders during natural disasters or large events so you never get throttled down and have service where most people do not.
I’ve had it for 12 years or so, and it’s been great for me. I have full service, without WiFi, in Tiger Stadium, Superdome, during major Hurricanes, etc. And it’s been half the price of normal At&t.
