Makes sense. He's a big name with a long record of success. That fits was Woodward traditionally has looked for. Plus, he's available now which would mean (a) he could jump right into recruiting once the season ends (very important due to the early signing period) and (b) there is no bidding war with his current school.
I don't think Stoops is the guy, but I would be stunned if the two sides at least didn't have a discussion (however brief) (See Pat Casey in the baseball search)

You’re misunderstanding me… I don’t like Mel Tucker as a candidate, at all.

Stoops is OU first and always he wouldn't talk to lsu just to tell them about Riley. He would immediately run back fo OU and tell them to pony up and match it wouldn't be a smart negotiation tactic.
Plus there's no reason to reach out to stoops about Riley we all know how good Riley is.
