Houston Floods Have Put Rice Stadium Totally Underwater

"Totally underwater" would mean that the water level was higher than the highest point in the stadium - that's just a flooded field.

The field is dug out of the ground about 20' so it is not surprising that it would flood.

Guess they need to hire an Aggie Civil Engineer to fix their drainage system.
