I’m a landscape contractor. Treated pine, dog eared, 6’ goes for $15-$16/ft plus gate materials. Cedar runs $21-$22/ft. That $13.50 sounds like you’ll be replacing posts in 3-4 yrs....

There are Japanese Maple cultivars that will stay at that height... you can also look at Pee Gee Hydrangea Trees, Jane Magnolias, pretty sure there are Redbud cultivars that don’t get above 15’... ...

Unless you know what you’re doing, don’t try to build a house pad yourself. And btw, if you have to have inspections done, that engineer is going to want to know where that dirt came from to see if it’s even suitable for a pad....
