As part of a gradual reopening, Americans are allowed to visit Greece as of April 19. A broader reopening is planned for mid-May. Visitors need either a negative PCR test within 72 hours of arrival or proof of vaccination at least 14 days before getting to the country, and they may be subject to a random coronavirus test. Anyone visiting the country has to fill out a passenger location form before arriving.

The U.S. Embassy and Consulate in Greece warns that the country is still under lockdown and movement is restricted. Those who violate rules about wearing a mask, social distancing and restricting movement are subject to fines.

I’m in Luxembourg now. Government here has announced reopening/restriction easing every 3 weeks since January. And every 3 weeks the Friday before they change their mind and pass a new extension.

Spain was “open” in September. I’ll believe in the reopening when I see Germany do it, EU is indexed to their response

That’s probably what I’ll end up doing. Serbia at least, and Saint Petersburg if relations improve, and I can get a Visa. My alternate would be Romania or Turkey.

I would highly recommend Serbia and Romania. Really amazing trip.

Serbia has been vaccinating like crazy with Chinese and Russian vaccine from what I've read so if they are even average effective they will be good. Not sure about North Macedonia at all. I think Albania is pretty open for entry.

A lot of these places still have 10pm ish closing but if you're not trying to club or whatever it can still be a good trip. I think you have to accept you won't get that social experience this year.

Honestly not much, you have to actually get vaccinated to get a vaccine passport and EU is struggling to vaccinate in general. There’s no real organized response and each country is having to do its own thing.

Here In Luxembourg we just opened up vaccines to the <55 yr old crowd. In Germany they’re saying they’ll open up vaccines to everyone in June.

Crossing my fingers things get reopened soon but seeing the way government here fricks up eveything they touch has me pessimistic. Never thought I’d look at the US Government and say “yeah, those guys have their shite together”

Fair enough. I have a lot of time off that I'll probably never have again, so I'll be happy taking whatever I can get really. Kind of a bummer to have months off but not even be sure where a good place to visit is!

Update this AM from friend in Slovenia...

We have also started the vaccination. However, as a country we have failed to really push the program so we are at about 10% with 2 shots, and 20% with 1st. Target is to reach 60% with 2 jabs in June, yet personally I am not so optimistic.

As of now rules are softening and restaurants and accommodations are starting to open, although under some restrictions. Vaccinated persons do have many privileges.

Europe will open up for tourism surely, only "enemy" is India strain. I think that regulators have learned a thing or two about how to stop it from entering.

Update from my friend in Serbia (who also has worked for Viking Cruises in the past):

As far as vaccines are concerned, the situation in Serbia is actually much better than in the countries of the European Union. Citizens can choose between four vaccines (Pfizer-USA, AstraZeneca-England, Sinofarm-China and Sputnik-Russia). So far, over 50% of Serbian citizens have been vaccinated, and citizens of other countries are also allowed to receive the vaccine if they are found in Serbia. There has been no lockdown since June last year, bars and restaurants are open until ten in the evening.

As for the Viking, they and other ocean companies will start operating this summer, avoiding American and European ports. Viking river cruises will only be in the fall but that’s not certain either.
