Is it possible to get “house phone” to with just having fiber service ?

It’s just 15 a month to get a line. But I was wondering if possible to do it without using my provider?
Want the phone because my kid is getting to the age where I will leave him alone at home and I want to get a line where he and I can communicate and for emergencies.
Sorry if stupid question but I searched and couldn’t find a clear answer.

There are Voice Over IP services like Vonage that use your Internet connection, but I believe it's $15 a month too. There used to be another one call Magic Jack, I think, that was cheap/free because it installed adware on your PC to work. So there are options but getting the $15 a month line from your current provider is probably the simplest solution.

probably cheaper to just get him a cell phone for the house.

I have Ooma an internet based phone system for my home based business. Ooma just charges local taxes and service fees each month. My bill is $4.84 a month. Plug the Ooma box into your router and into your house phone wiring and every phone jack in the house will work with whatever phone you chose to use. I bought a Ooma refurbished unit from Amazon for $49. I have been using it for 4-5 years with no problem unless my Comcast internet goes down which is rare.

Ooma is the answer. I bought one of their lifetime deals about a decade ago. Still have and use it occasionally.
As far as basic “landline” service, I believe Ma Bell (my employer) will do it as an add on to existing service for $10 a month. Our consumer phone service is about 98% voip at this point, so the dial tone starts at our modem/gateway and back feeds from there into your home wiring or, more commonly, into your cordless phone base. And, since our service is voip, it’s not gonna be significantly different quality-wise between us, Ooma, magicjack, etc.
One thing that our system will do is prioritize phone traffic on your network so that if the hsia is struggling (due to a line impairment or something), the phone traffic will get highest priority. That’s something that would take a little bit of network engineering to match with the third party providers. But, for just about every consumer-based application, voip is voip is voip.

We used Hangouts to do this with the kids until they got cell lines. Works great if they are just at home. We decided to get cell lines earlier than most pretty much so we could track them.

Also, it doesn't even have to be a phone. Chances are OP already has a device the kid can use to communicate with.

I have ooma with my old landline number that I give out to contractors, and a second number I use for my business. Even set my parents up with ooma. It works well and it is inexpensive.

I transferred my land line number to Google voice, and use a obihai adapter to connect to my wireless phone base. No monthly fees. I don't think I could use it to call 911 though. Old cell phones can be used to call 911 even if they aren't active.

It was $10 a month plus a free phone, Iphone SE or whatever they call the base model, for us to add a phone to our wireless plan to have at home for our son to use instead of a house phone. Plus it was great for him to call about basketball practice, for him to text us when he goes somewhere else like sleeping at a friends house or going to one of his grandparents. We were pretty strict with it at first, but in 2020, kids are going to be exposed to technology and we can see EVERYTHING he does on the phone. He only used it once to try something he shouldn't have, and well I wasn't too upset, he was looking up girls... I'll leave it at that. Momma was upset, and he wasn't looking at anything that would even get one banned from TD.
